I have bespoke wooden cover that I fit over the cat flap from the inside during the day in winter, to eliminate draughts.
Usually, I let the cats out and they wait by the front door to be let in again. This winter Boots has discovered that if he keeps patting the flap, it knocks on the cover and "Guess who?" comes running!
Harvey just sits by the front door and yells. And believe me that boy is loud. I can hear him in my bedroom, which is upstairs (obvs maybe) and at the back of house. It's not beckingham palace but even so. That boy is deafening when he gets going. My neighbour can hear him too.

Boris does the same @tinkerbelle,but being a lady Katya waits for the door to be opened and then complains loudly as she comes in about the waiting time.
I've found mainly, that cats are happy using the cat flap coming in, but like you to open the door to let them out. They feel safer with the door open, better view to make sure it's safe etc. Millie uses it most of the time, but Boots has never liked going out through it and, if I'm around, always cries to be let out. In fairness, he is not very big and nervous of other cats.
My two had gotten very lazy about using their cat flap, during the summer all the doors & windows were constantly open so there was little need for them to use it and then when the good weather ended their little faces looking at me through the patio doors with pathetic mews was all that was necessary for me to jump up, open the door and let them in. As I was going to be away over Christmas and then again for a few days in the New Year I knew I had to play hard ball to make them use it so I had to ignore their pleas for me to let them in even if it was pouring with rain, it took several days of tough love, ignoring their cries, walking out of the room and rattling the cat flap and then rewarding them when they used it to re-educate them, now they only wait a few seconds at the patio doors and immediately dash round to the kitchen door!
People who are wrong are just as sure they're right as people who are right, the only difference is they're wrong
