My old cat used to chase birds on wildlife programs and I don't watch snooker but if it was on the news or trailer she'd paw at the screen trying to get the balls
People who are wrong are just as sure they're right as people who are right, the only difference is they're wrong
The dog mad at his own foot makes me wonder if he had everything working correctly upstairs. (In his brain) I know puppies chase their tails sometimes but that dog doesn't look like a puppy.

When I was a kid we had a Dachshund who would bear it's teeth like that one in the video if you went near her food. I don't know if I'd trust that leg chasing dog with what sounds like a young child in the clip. It's definitely got mental issues and could badly injure a child I reckon. We had to have the Dachshund put down in the end after she took a chunk out of my Nan's leg.
Maisie takes exception to your thread title! Then again, even border collies have their stupid moments. She keeps putting her ball under the glass tv table then 'digging' through the bottom shelf trying to get at it. She's only a baby though so hopefully she will figure it out eventually! And yes, she chases her tail. When she was tiny she bit it so hard she made herself yelp.
We have had several cats who would sit and watch snooker and look around the floor for the ball as it dropped!
